The more I think about it, the more I become convinced that Jefferson should be a County Attorney, not a judge.
As a judge he wouldn't be able to use his position to stirr up trouble for Willow Brooke. He could rule against WB when cases are brought before him, but he wouldn't be able to use his office to initiate something against WB. And there's always the chance his rulings could be overturned by an appellate court.
As the County Attorney he would have a lot more options to actively create trouble for Willow Brooke and advance his own agenda.

I think giving Jefferson that job - instead of having him as a judge - would have a lot more potential for interesting plots, and allow him to play a more active part as an adversary for WB and Jared.
